Dr. Richard Goldgar is the Program Executive for IBM Watson Education, a new IBM Business Unit dedicated to bringing Watson cognitive technologies to education.
In this role, Dr. Goldgar works closely with school districts and universities around the world to help define and bring Watson based technologies to all levels of the  education community.
Dr. Goldgar helps develop and negotiate agreements with key partners and with education entities. For example, through his and others’ efforts, IBM reached an agreement to embed Watson tutoring technologies within Pearson online college course materials. Dr. Goldgar has also provides a supporting role on efforts based on agreements with Sesame Street Workshop and Apple.
Prior to his work with IBM, Dr. Goldgar was the CTO and Deputy CIO of the Texas Education Agency (TEA). Over his ten years at TEA, Dr. Goldgar spearheaded numerous innovative efforts, including a statewide data warehouse, a state master contract for student information systems, and the Texas Student Data System, a statewide system that modernizes and improves the quality of data collection, management, and reporting in Texas education. His projects and teams won numerous Best of Texas awards during his tenure and in 2010, Dr. Goldgar was awarded the Center for Digital Government Best of Texas Award for Excellence in Leadership
Dr. Goldgar has taught graduate, undergraduate and community college courses at several colleges around the United States, in a number of subjects from logic and ethics to software engineering. Among other accomplishments, he developed and taught the High-Tech Startup and Software Commercialization course, a part of the Oregon Graduate Institute (Now OHSU) M.S. program that Intel, Tektronix, IBM lauded as “best graduate management program in Oregon.”
During 35 years’ experience in high tech. Dr. Goldgar managed a variety of product and services organizations, including management positions at a Fortune 500 aerospace company, one of the world's largest commercial software companies, and  several startups.
Dr. Goldgar has given many presentations over his career, including keynotes or other presentations at Forbes, Forrester, Government Technology, Intel edIT, IBM conferences and with numerous customers.
Dr. Goldgar has had an abiding interest in Artificial Intelligence and Logic since his undergraduate days at the University of Texas where he was a little LISPer creating Eliza and Blocksworld programs, through his current efforts within IBM Watson Research.
Dr. Goldgar is a Phi Beta Kappa, Phi Eta Sigma, Ph.D. from the University of Texas.
